Job Purpose:
The External Discipline Affairs Officer is to execute an integrated, fit-for-purpose external affairs engagement program to deal with specific government related issues, which covers government engagement strategy plan, advice assistance on government approval/permits/ supervision/inspection/acceptance activities conducted by relevant governmental authorities and/agencies in compliance with Chinese laws, regulations procedures. The position is also engaged in seeking solution to conflicts disputes between CSPC neighboring projects in Daya Bay Petrochemical Industrial Park (DYB PIP). He/she will also provide advice take actions in regional external issue crisis management.

Key internal stakeholders: GAWC members (政府事務工作委員會成員) ,Line Managers, government affairs focal points of each function in 5 departments government permit team;
Key external stakeholders: Seniofficials of local government authorities, DYW PIP Management &Service Centre (DPMSC 大亞灣石化區管理服務中心),representatives focal points of shareholders.
Decisions Made
1. Make judgment in relevant discipline from PA perspective provide PA advice to the internal stakeholders in routine government affairs.
2. Analyze Provide PA advice on government key/important issues to GAWC GASC).
3. Support the registration follow-up of government incoming letters, assist in replying to important government outgoing letters, reports other government related activities.
4. Collect government issues assist internal stakeholders in coordinating local government DPMSC fsupport solutions.
5. Prepare draft the government monthly report, GAWC meeting materials other government required reports.
6. Coordinateganize high-level engagement session with local government/authorities.
7. Support internal stakeholders to define the government affairs strategy communication plan.
8. Define take actions to maintain strengthen good relationship with local government.
9. Assist the government permit team in dealing with related issues.
10. Consolidate the government stakeholder mapping. SPA (Single Point Accountability) mapping.
Principal Accountabilities:
1. Develop implement the external engagement plan with the internal business owners to establish maintain the relationship with key external stakeholders, focus on key government authoritiesganizations.
2. Be a primary interface between the company governmental authorities’ high-level engagement in the local region to assist facilitate the processing of the government related key issues which impacts the complex operation compliance company image reputation.
3. Consolidate & monitgovernment related issues prepare the fmanagement’s reference decision making.
4. Be a secretary of GAWC to prepare consolidate meeting materials fGAWC GASC track GASC required actions.
5. As a company representative, take part in regular coordination meeting called by DYB government DPIP MSC (石化園區管理服務中心)
6. Be a focal point of the company to coordinate DYB PIP Investors Committee(大亞灣石化區業主委員會), including collecting consolidating materials of specific issues, cascading down the relevant messages, taking the actions accordingly etc.
7. Assist relevant internal business owners to handle external affairs, focus on government related issues, such as government infrastructure, amenities, land, utilities, the required government approval, acceptance, permit, license, qualification, also fthe specific inspections visitation where appropriate.
8. Provide advice take actions in government related key issues crisis management as one of focal points in the department.
9. Draft and/verify the important written materials to the designated external stakeholders, focus on government its authorities.
10. Prepare consolidate the materials presentation as requested if needed..
11. Maintain good relationship with local government.
12. Analysis provide advice input in developing CSPC government affairs strategy procedure.

Qualifications:
1. Show awareness responsibility of the importance of company operation reputation the need fongoing issues management.
2. Good knowledge understanding of government supervisory procedure working process, incl. project construction & operation management, approvals/permits.
3. Wide petrochemicals knowledge strong technical judgment.
4. Experience in coordination with authorities external stakeholders.
5. Readiness to build bridges between internationally accepted business practice China administration culture system.
6. Competence to analyze solve complicated external conflicts disputes.

Educational background:
University degree in engineering engineering management its equivalent
Work experience:
At least 8 years work experience with 3-5 years in the JV in the multinational corporation.
Language proficiency:
? Excellent in business writing in Chinese.
? Able to communication in English verbally as well as in writing.
